Constructed Wetlands (Reed Beds) Design

Pacific Spectrum Environmental also designs constructed wetlands design specially reed beds. This constructed wetlands are engineered systems and constructed to utilize natural processes, design to mimic natural wetland systems, utilizing wetland plants, soils and their associated microorganisms to remove contaminants from wastewater. We also supervise the construction based on design specifications and to meet treatment standards. Secure Certificate of Environmental Compliance Commitments from EMB Regional Offices

Pacific Spectrum Environmental (PSEnvi) has provided expert technical services to various industries in procuring their Environmental Compliance Certificate (ECC) from the DENR EMB.

PSEnvi have handled ECC procurement projects from different EMB regions such as NCR, Region 2, Region 3, Region IV-A, Region IV-B, and Region V.

ECC procurement projects by PSEnvi usually include air and water monitoring, Geological Site Scoping Report (GSSR) and Enggineering Geological and Geohazard Assessment Report (EGGAR) for high rise buildings, and may also include procurement of Discharge Permits and Permit to Operate.

Environmental Management Accounting

Pacific Spectrum Environmental (PSEnvi) is one of the local partners of the Environmental Management Accounting for Small and Medium-Sized Enterprises in Southeast Asia (EMA-SEA) Project.

The project aims to implement and disseminate environmental management accounting in companies in the South-East Asian region to promote sustainable business. This project has been awarded recognition as an official project of the United Nations Decade of Education for Sustainable Development 2005-2014 by the German branch of the United Nations Educational, Scientific, and Cultural Organization (UNESCO).

Several PSEnvi consultants have undergone basic and/or intensive EMA training/s and workshop/s under the EMA-SEA. Further, PSEnvi works closely with the EMA-SEA experts in the implementation of some EMA-SEA local case studies and company projects.

Air Pollution Control: Sulfur Oxides

Sulfur oxides in the form of sulfur dioxide (SO2) or sulfur trioxide (SO3) is a usual parameter when monitoring air pollutants from stationary sources.

For generators, boilers, firepumps and other fuel-burning equipment, the parameter used for emission monitoring is SO2.

For non-fuel burning scrubbers, sulfuric acid plants, industries with sulfonation process, and other stationary sources, the parameter used is SO3.

The SO2 emission concentration standard1 applicable to generator sets, boilers and firepumps classified as existing2 is 1500 mg/NCM. For those classified as new3, the maximum permissible emission concentration is 700 mg/NCM.

For sulfuric acid plants and industries with sulfonation process, the emission concentration standard is 2000 mg/NCM for existing2, and 1500 mg/NCM for new3.

For non-fuel burning scrubbers and other stationary sources, the maximum permissible emission concentration is 1000 mg/NCM for those classified as existing2, and 200 mg/NCM for those classified as new3.

Fuel burning equipment having problems with their SO2 emissions, using alternative fuels such as low sulfur fuel oil (LSFO) or blended fuel oil (BFO) that are assured of low or less than 1 percent sulfur content is a recommended solution.

Bunker fuels have high sulfur content. Emission concentration is expected to be high and above the permissible limits. Sulfur content of fuel should be below 1% to achieve emission concentrations below the standard.

Other solutions to sulfur oxide emission concentration exceedance are limestone feeding and employing a dry or wet scrubber to the system. Technical evaluation and assessment will be needed to determine which air pollution control process or equipment will best fit the industry.

Air Pollution Control: Particulate Matter

One of the usual parameters for emission monitoring of stationary sources is particulate matter (PM).

As based on the National Emission Standards for Source Specific Air Pollutants (NESSAP) which is incorporated in the Implementing Rules and Regulations (IRR) of the Philippine Clean Air Act (CAA), the maximum permissible limit of PM emission concentration for fuel burning equipment such as generator sets, boilers, fire pumps and the likes in an urban and industrial areas, cement plants and smelting furnaces is 150 mg/NCM. For other stationary sources and fuel burning equipment not located in urban and industrial areas, the maximum permissible limit is 200 mg/NCM.

PM emission concentration exceedance to the standard is a problem to some industries. One of the most practical and basic solution to this problem is regular cleaning and maintenance of the chimney or exhaust stack and the equipment itself. Soot and other particles accumulated in the exhaust can contribute to the particulate emission.

Another thing to check is the exhaust stack diameter and sampling porthole location. These equipment specifications contribute to the concentration of the particles collected during emission sampling. Exhaust stacks should conform to design standards so that an accurate and representative PM concentration will be generated from the emission sampling.

For fuel-burning equipment using coconut husks, wood chips or paper, PM emission concentrations can be normally high. If fuel substitution is not an option, gravity settling chambers, mechanical collectors, particulate wet scrubbers, electronic precipitators and fabric filters will be the solution.

These air pollution control equipment are usual fixtures in cement industries for and the same can be used by other industries to regulate their particle emissions. Technical evaluation and assessment will be needed to determine which air pollution control equipment will best suit the system.

Philippine Economiz Zone Authority (PEZA) Engineering Permit Requirements

PEZA Engineering Permits are needed before construction and operation on facilities located in PEZA Economic Zones. PNP National Police (PNP) Permit and Reportial Requirements

This includes the License to Possess which is needed in order to possess/store explosives/explosives ingredients being monitored by PNP such as nitric acid, nitrates and chlorates. Assessment of Existing Wastewater Treatment Facilities for Planned Expansion

Facilities with existing wastewater treatment facilities are in a better position than those that don't have one as the latter is very susceptible to environmental non-compliance, penalization, closure and even criminal liabilities.

However, even facilities with existing wastewater treatment facilities face challenges on a daily basis as a result of inadequate knowledge and continuous training of personnel and sometimes the lack of top management commitment to comply with environmental laws (some put up systems like these only as a front but don't operate it properly). Yet again, growing companies whose operations have increased in capacity have problems with their existing treatment facilities because these are not adequate to treat the increase in wastewater generation anymore.

Pacific Spectrum Environmental has conducted many assessments of existing wastewater treatment facilities to resolve these problems all together. We have trained personnel to do simple, easy-to-understand tasks that can increase his/her competence as an operator. We've also made assessments on existing facilities to increase its efficiency by tweaking the operational conditions (e.g. physico-chemical and biological parameters). And we've helped companies to also increase the capacity of their existing facilities without necessarily building another plant.

Design of Constructed Wetland (Reedbeds)

Pacific Spectrum Environmental has designed constructed wetlands for several clients as well as for Nestle Philippines to provide a cheap but effective means of treating its wastewater. Reed beds or constructed wetlands are good solutions to significantly reduce the operational costs for treating wastewater but requires a significantly greater area to build. Thus, these systems are well suited for facilities that have large areas available. Another good use of reedbeds are in aesthetics as these systems utilize local plants species to remove pollutants from wastewater.

Environmental Impact Assessment (For ECC Application)

Pacific Spectrum Environmental has provided technical and liaising services to secure a Certificate of Environmental Compliance Commitment from the Environmental Management Bureau (EMB) for more than 50 projects in different industries already.  From the food and beverage processing, restaurants and food preparation, hotels and resorts, power plants, high-rise buildings, treatment facilities, research and laboratory facilities, painting companies, sports clubs, industrial parks, residential communities, chemical facilities, electronics companies, and many others.

Our objective is to provide an unbiased environmental assessment of the activities of a proposed or existing project that will be potential pollution sources and to provide a management plan which suits the client's as well as the regulatory agency's requirements. The report, which can be an Initial Environmental Examination Report (IEER), Environmental Impact Satetement (EIS) or Environmental Performance Report and Management Plan (EPRMP) depending on the scope and stauts of the project are prepared with sound engineering knowledge and conforms to the reporting requirements of the Revised Procedural Manual of DAO 2003-30 (Philippine Environmental Impact Assessment System).

Soil Sampling and Analyses for Environmental Site Assessment

Pacific Spectrum Environmental has conducted several quasi environmental site assessment (ESA) activities in different properties (e.g. industrial, airline) long before this methodology has reached the Philippines.  The objective of the activity was to confirm whether the area has been contaminated with petroleum products (fuel, oils, fluids) and to determine the lateral extent of the contamination. This results and recommendation formed part of the report which was used by the companies to make an informed decision on how to manage the contaminated site.

Contaminant transport Modeling fo Subic Bay (Morong, Bataan)


Pacific Spectrum Environmental conducted a contaminant transport modeling of Subic Bay in the Morong (Bataan) side for our client in the real estate development industry. The objective of the study was to model the pollutant pathways and concentrations of several parameters such as BOD, oil and heavy metals. The study was useful for the developer to determine if their beach will be affected should there be any spill or contamination in the Subic Bay Port are.

Root Cause Analysis of Cyanide Contaminated Wastewater

One client of  Pacific Spectrum Environmental had problems with their effluent wastewater as the cyanide readings were abnormally high. Our company carried out a root cause analysis in the facility to answer the questions how, why and where this spike of cyanide concentration happened. The results of the analysis and the recommendations were incorporated in a final report.

ECC Liaising for San Miguel Corporation Projects

Pacific Spectrum Environmental has helped San Miguel Corporation, the biggest food conglomerate in Southeast Asia, in securing a Certificate of Environmental Compliance Commitment from the different regional office of the Environmental Management Bureau. Social Survey for a Proposed Water Treatment Plant

Although previously set aside due to low importance, the social aspects of a project have been recently embraced as one of the most important factors for the success of a project. Community complaints is one of the social aspects that often contribute to a projects failure due to low acceptance in the community.

Water Quality Assessment of Subic Bay (Morong, Bataan)

Pacific Spectrum Environmental conducted a water quality assessment of Subic Bay up to the Morong (Bataan) side for our clients in the land development industry. The objective of the study is to determine the pollutant concentration in the area as an input to a contaminant transport modeling activty. Environmental Site Assessment of Avida Land Property

Pacific Spectrum Environmental investigated the underlying soil and groundwater of an Avida Land Property located somewhere in Mega Manila which was suspected to have been contaminated with trichloroethylene (TCE) due to pollutant migration coming from an adjacent industrial facility which was previously closed down.

The results were recorded and recommendations were incorporated in the final environmental site assessment (ESA) report.

Laguna Lake Water Quality Assessment

Pacific Spectrum Environmental conducted a water quality assessment in Laguna Lake in Muntinlupa and Paranaque as part of a client's water supply project. Coral Reef Monitoring

Pacific Spectrum Environmental has conducted several coral reef monitoring activities for Kepco Ilijan Corporation (KEILCO) located in Ilijan, Batangas. KEILCO is a 1251-MW combined cycle power plant that provides power to the grid. The semi-annual coral reef monitoring activities conducted by our company is part of the requirements of their foreign investors.

The activity involves the use of scuba gear as well as video and still photography equipment to monitor the status of the coral reef in the area.
